Club America at HEED Homeschool Constitution
PREAMBLE:
We believe in the following principles:
- All principles exactly as listed in the HEED/Chapter Statement of Faith
- Our rights as humans are dictated by God
- Government’s role is to serve its citizens by protecting their God-given rights
- The United States Constitution, albeit imperfect, is the greatest political document ever written
- Free market capitalism is the best fiscal approach to a healthy economy and society
ARTICLE I. – ORGANIZATION
Section I. Name
The name of this chapter shall be Club America at HEED Homeschool
Section II. Mission Statement
Club America at HEED Homeschool seeks to educate and encourage students to become active citizens in both their service to Christ and their Country.
Club America empowers the next generation of bold, free-thinking high school leaders. Our mission is to educate students on the importance of freedom, free markets, and limited government—while building a strong network of trailblazers ready to lead in their schools and communities. Through civic engagement, peer-to-peer education, and student-led initiatives, Club America chapters spark conversations, register voters, and redefines what it means to be a young leader in America. Turning Point USA provides academic resources, which include: weekly activism pamphlets, short videos, free-of-charge contributor speeches, and in-person support by TPUSA staff.
Section III. School Registration
The chapter organization shall exercise independent decision-making, in accordance with the national Turning Point USA organization. The Executive Board will register the Club or apply for its recognition as a registered student organization.
SECTION C: PURPOSE OF THIS CLUB SHALL BE – The purpose of this chapter is to promote and uphold the principles of limited government, fiscal responsibility, free markets, and constitutional rights on our campus through informed discussion and grassroots activism.
ARTICLE II. – MEMBERSHIP
Section I: Voting Members
Voting membership is open to all full-time and part-time students enrolled at HEED Homeschool who have attended at least one meeting and are in good standing with both the school and the national organization.
Section II: Associate Members
Associate members are non-students who support the club’s goals. They may participate in club events, but they may not vote or hold officer positions.
Membership shall be open to all individuals regardless of race, color, religion, national origin, age, sex, veteran status, disability, or handicap.
ARTICLE III. – OFFICERS
Section I: Governance
Club affairs shall be managed by its Officers who are responsible for setting direction, enforcing rules, and overseeing club operations.
Section II: Positions
The club must have at least three officer positions, which include:
- President
- Vice President
- Secretary
- Treasurer
Other roles may be created, as needed.
Section III: Duties of Officers
President
- Leads all meetings and events
- Acts as club liaison with Club America leadership and HEED Homeschool
- Appoints interim officers in the event of resignations
- Ensures the club adheres to the national mission
Vice President
- Assists the President and steps in, as needed
- Maintains order during meetings
- Helps coordinate club activities and programming
- Maintain website
Secretary
- Maintains membership lists and records
- Takes and distributes meeting minutes
- Sends weekly updates to membership and manages club documents
Treasurer
- Oversees club finances and bank accounts
- Handles reimbursements and fundraising efforts
- Prepares annual budget with other officers
Event Coordinator
- Coordinate event planning, details, and execution
- Maintain social media accounts
- Manage photography of club events
Section IV: Election Process
- Elections will be held annually between March 1- May 31.
- Candidates must be announced at least one week in advance.
- Officers serve for one calendar year, beginning on Election Day.
Section V: Officer Removal and Vacancies
Officers may be removed by a majority vote of the remaining officers and a ¾ vote of voting members. Vacant positions are filled by officer appointment.
ARTICLE IV. – MEETINGS
- General meetings must be held at least once per month.
- Each meeting must include at least one activism or academic discussion topic.
- Additional meetings can be scheduled by the officers.
ARTICLE V – BOOKS AND RECORDS
The Secretary and Treasurer must maintain accurate records of:
- Meeting minutes
- Membership
- Club activities and finances
Records must be accessible to officers and members upon request.
ARTICLE VI – AMENDMENTS
Section I: Amendment Procedure
Amendment requires: A 67% vote by officers. A 75% vote by voting members present.
(Members must be notified of any proposed changes at least two weeks in advance)
Section II: Club Requirements
Regardless of any amendments, the following must remain:
- At least three officer roles (President, Vice President, Secretary, or Treasurer)
Annual elections are held between March 1- May 31
